In Atlantis: the lost empire, the Atlantean language was created by Marc Okrand. He was the person who also created the Klingon and Vulcan languages for the Star Trek series.
The language was designed to be read left to right, down a line, then right to left, continuing in this cycle. This was done to create a flowing movement to the language, to mirror the Atlantean water-like culture.
